(이스탄불·서울=연합뉴스) 김승욱 특파원 이광철 기자 = 쿠르드족이 통제하는 시리아 북동부 국경도시를 공습·포격한 터키군이 지상 작전을 개시하면서 8년 내전으로 황폐해진 시리아의 상황이 다시 요동치게 됐다.

터키 국방부는 9일 밤(현지시간) 트위터 글에서 "터키군과 시리아국가군(SNA)은 '평화의 샘' 작전의 하나로 유프라테스강 동쪽에서 지상 작전을 시작했다"고 밝혔다.

국방부는 시리아 북동부 국경을 넘은 지상 병력의 규모와 공격 지점 등은 밝히지 않았다.

이와 관련해 AP 통신은 익명의 안보 관계자를 인용해 "터키군이 네 갈래로 나뉘어 시리아 국경을 넘었다"고 전했다.

터키 매체들은 군이 네 곳을 통해 국경을 넘어 시리아로 들어갔으며 이 중 두 곳은 탈 아브야드와 가깝고 다른 두 곳은 좀 더 동쪽의 라스 알-아인 인근 지점이라고 전했다.

터키 국방부는 지상작전 시작을 알리는 트윗 후 군이 공습과 곡사포 공격으로 181개 목표물을 타격했다고 밝혔다.

라스 알-아인에서는 폭발과 함께 연기가 치솟았고 전투기 소리가 들리기도 했다고 CNN은 전했다. 이와 관련 쿠르드 민병대는 터키군의 지상 공격을 격퇴했다고 주장했다.

쿠르드 민병대인 인민수비대(YPG)가 주축을 이룬 시리아민주군(SDF)의 무스타파 발리 대변인은 트위터를 통해 "SDF 전사들은 탈 아브야드를 향한 터키군의 지상공격을 격퇴했다"고 밝혔다.

터키군이 지상전을 시작하자 시리아 쿠르드는 IS 격퇴전을 중단하고 시리아 북부에서 총동원령을 내렸다. 터키 매체들은 터키 쪽으로 박격포 포탄이 몇 개 떨어졌으나 사상자는 없었다고 전했다.

앞서 레제프 타이이프 에르도안 터키 대통령은 이날 트위터를 통해 "터키군과 시리아국가군(SNA)이 시리아 북부에서 PKK와 YPG, 다에시(극단주의 무장조직 이슬람국가/IS/의 아랍어 약자)에 대한 '평화의 샘' 작전을 방금 시작했다"고 밝혔다.

터키 국방부는 외신 기자들에게 배포한 보도자료를 통해 "이번 작전은 유엔헌장 51조에서 규정한 '자위권'과 유엔안전보장이사회의 대(對) 테러리즘 전투에 관한 결의안의 틀 안에서 진행하고 있으며, 시리아의 영토 보전을 존중할 것"이라고 설명했다.

아울러 "민간인과 무고한 사람, 역사적·문화적·종교적 건물, 작전 지역의 사회 기반 시설 등이 피해를 보지 않도록 최대한 주의를 기울일 것"이라고 부연했다.

이어 "앞선 '유프라테스 방패' 작전과 '올리브 가지' 작전과 마찬가지로 작전의 계획 및 시행 과정에서 오직 테러리스트와 그 요새, 참호, 은신처, 무기, 차량, 장비 등만 표적이 될 것"이라고 덧붙였다.

'유프라테스 방패' 작전은 지난 2016년 8월 터키군이 시리아 국경을 넘어 알밥·다비끄·자라불루스 등을 점령한 작전을 뜻하며, '올리브 가지' 작전은 지난해 시리아 북부의 쿠르드족 도시 아프린으로 진격했을 때 사용한 작전명이다.

터키는 국제사회의 비판을 의식한 듯 안보리에 보낸 서신에서 군사 작전이 적절하고 신중하며 책임감 있게 이뤄질 것이라고 주장했다. 안보리는 영국, 프랑스, 독일 등 유럽 5개국의 요청으로 10일 회의를 소집하기로 했다.

에르도안 대통령의 작전 개시 선언 이후 터키군은 라스 알-아인과 탈 아브야드를 시작으로 터키 접경 시리아 국경도시에 공습과 포격을 가했다.

이어 터키 국경에서 30㎞가량 떨어진 카미실리와 아인 이스사, 코바니 등도 터키군의 공격을 받았다. 본격적인 지상군 진격에 앞서 공습과 포격을 가한 것으로 보인다.

영국 런던에 본부를 둔 시리아 내전 감시단체 '시리아인권관측소'는 이날 터키군 초기 공격으로 민간인 8명과 쿠르드군 7명 등 최소 15명이 숨졌다고 밝혔다.

SDF는 터키군의 공격으로 민간인 수십명이 다쳤다고 주장했다. 로이터통신은 라스 알-아인에서 수천 명이 SDF가 장악한 하사카 주로 피란길에 올랐다고 전했다.

시리아 쿠르드족은 민병대 YPG를 조직해 미군의 지원 하에 시리아 내 이슬람 수니파 극단주의 무장조직 IS 격퇴전에 참전했으며, 약 1만1천명의 YPG 대원이 IS와의 전쟁에서 목숨을 잃었다.

이들의 희생을 담보로 쿠르드족은 미국의 동맹 세력으로 입지를 다졌으나, 터키는 YPG를 자국 내 분리주의 테러조직인 '쿠르드노동자당'(PKK)의 분파로 보고 공공연히 격퇴 의지를 드러내 왔다.

시리아 쿠르드는 IS 격퇴전의 동맹이었던 미국이 등에 칼을 꽂았다며, 터키군의 쿠르드 공격을 묵인한다는 신호가 된 시리아 주둔 미군 철군 결정에 격앙된 반응을 보이고 있다.

철군을 언급하며 이번 사태의 불씨를 댕긴 도널드 트럼프 미국 대통령은 터키군의 공격이 시작된 뒤 "나쁜 생각"이라며 수습에 나섰으나 공화당으로부터도 '동맹을 버렸다', '가장 큰 실수'라는 비판을 받았다.

SDF는 전투기는 물론 미사일, 대공화기, 대전차화기 등 중화기도 보유하고 있지 않기 때문에 전력에서 일방적으로 터키군에 밀리고 있다.

터키 싱크탱크인 경제정책연구재단(TEPAV)의 니하트 알리 오즈칸은 SDF가 게릴라 전술을 구사하면서 "모기처럼 터키군을 괴롭힐 것"이라고 전망했다.
